Consumer Redressal

We had leased our restaurant located in Manali, HP to a lady and after the end of lease term, repossession was taken. But she has not paid water and electricity bills alongwith some other expenses she is legally required to pay. This amounts approximately equal to Rs. 30000/-. Can we file a complaint in the district consumer court or it will be a civil suit? Please help. Thanking you.
