Consumer Redressal

I recharged my dishtv through their online portal from Mumbai which is in Dubai. They payment got accepted and I was charged on my credit card but dint get the amount updated in my VC(dish account). I was later informed that I have been tagged as an international subscriber and I cannot make the payment from India. If it is as such so why did they accept my payment online. Moreover, when I asked for refund Im juz being harassed by the company recieving the same email. I just want my amount refund.
