Consumer Redressal

I have studied my B.Tech in near by college under reimbursement scheme of Andhra Pradesh govt. Where we have paid special fees of 2,500/- rs yearly for a period of 4 years. Special fees was reimbursed by our govt. Actually college should pay back the special fees amount. But they weren\'t paying us back. Am approaching them repeatedly but they were turning there deaf ears towards us. They were not showing any response even. Whom shall I approach now?? What should I do now?? Please guide me..
