We had purchased a flat from M/S Bengal Shelter Housing Development Ltd in 2005 and had virtually paid the whole of the contracted price through the down payment plan, in 2005 itself. The contracted completion time had long expired in 2008. The promoter started promptly with the project and continued for a while, but thereafter the project work proceeded slowly, in as much as the regular electrical power supply system was installed and commissioned by the builder only in June 2013, making the complex habitable and ready for delivery with all the contracted infrastructure. The contract provided for payment of Rs 7500 per month as compensation for every month of delay but the builder refused to pay. In fact, the builder is demanding extra payment for reportedly providing (on his own) more super built area, than originally envisaged. Similarly, he unilaterally made deviations from the layout, specification etc, affecting the market value of our apartment. We thus approach you for justice
