Consumer Redressal

Hi I am an ex serviceman and resident of Mansa Town. I have bought IFB washing machine in 2010 through Bathinda CSD (delivery got from IFB dealer Bathinda). Further i gifted it to My friend and he then registered this product in company by his name, He have service record by his name. It get faulty sometimes and after repeated repairing from IFB persons, he fed up from their service as machine is having same problem. The machine has guaranty of 5 years. My friend approached Consumer Court Mansa but Judge told him its not in his jurisdiction because the machine was purchased through Bathinda CSD not from Mansa Dealers. Is it necessary to complain in Bathinda Consumer Court and Me or he can file the case? please reply
