Consumer Redressal

My consumer no-26790 is attached with Baruipur Gas service,Kolkata-700144 of Indian Oil corp. I received a gas against booking no-720940 on 5/12/2013 but the cylinder was faulty and the gas was leaking. I am having a DBC connection, the old one is in use and the mentioned one is in sealed connection.My wife informed the delivery man and requested him number of times for replacing the cylinder. Since they have not replaced the same, we went to gas office on 3/01/2014 for making a complain for replacement. Initially they refused and after lot of arguments they accepted the complain and send the delivery man for weighing the cylinder. The delivery man reported that the cylinder is in properly sealed condition and its weight is 19.2 Kg. Next day they called us at the office and suggested to take a new cylinder by paying the full amount less the value of left over gas e.i, I have to pay for the evaporated gas.I refused that condition.
