Consumer Redressal

I have bought a Mobile phone from Shopkeeper(MAHADEV ELECTRONICS) on a Finance mode.The FMV Of Mobile phone was Rs13,500 and he told that only 2% will be charged for Finance charges.I agreed for that.After that he finance Refrigerator instead of Mobile phone and shows loan amt Rs 17,000.I did Down payment Rs 3400 and Remaining Amt. was Rs 10,500 but today i visited HDB Branch hall gate they were saying Rs 16,000 you have to pay for closure of your loan A/c even i did downpayment of Rs 3400.I asked for Branch manager but they didn't respond and told me to contact shopkeeper and when i visited shopkeeper they told please contact HDB office ,It's not my matter.No one is ready for my help.Pls help me sir,I am ready to pay my Fair Value of Mobile after deducting Down payment and by their default I already suffered loss of Rs 2000 near about in my bank for their misrepresentation.As they both are cheating me and deprive the right of consumer from me.According to them It cost me Rs 21,500 and today they are saying we are adding charges and these are increasing on daily basis.I request you to pls stay on their process and resolve my case.
