Consumer Redressal

I have bought a house in yamuna Expressway Noida for which I applied for home loan through HDFC Bank. They took all the relevant documents and approved a loan of INR 3400000. I paid a processing fee of INR 11236/- for the loan. After approval of my loan, I have been informed by the bank that the tower booked by me has not been approved by HDFC and hence they cannot disburse the loan amount to me. I had to take the loan from a different organization and now when I have requested them to reimburse my processing fee, they are denying that saying that is is non refundale. I understand that it is non refundale as per their guidelines but in the current scenario, it is the bank who is denying the loan disbursement and not me. Please suggest as I think the processing fee should be reimbursed to me because during the loan approval process, they kept on telling me that HDFC would be financing the project and there is some discussion ongoing with the developer.
