Consumer Redressal

I used my Dr Card of South Indian Bank in PNB ATM to with draw money. Machine did not dispensed out the money but the same debited from my account. I immediately lodges the complaint with the bank who subsequently filed a complaint with PNB. After expiry of almost 20 days I did not get any satisfactory reply from the bank. kindly advise as to where can i go to file the complaint or what should be the procedure that I should follow.
