Consumer Redressal

There is a ATM withdrawal of Rs. 55000 on 02/03/2015 and 03/03/205 from my brother's SBI, Bally account. The withdrawal is from Delhi as per the bank though he was here in Kolkata at the time of withdrawal came on for a vaccation. He is an army personnel. He has never shared his pin with anyone neither has gone for any shopping. We went to the bank and they suggested to go to police. We did an FIR at Belur P.S. There is no clue till date. The police are only saying to wait for sometime and sometimes they says that the bank is not cooperating, I do not know where to go. Even we went to the howrah commissioner's office and he assured that he will look in the matter, but nothing is happening. The commanding office of Jodhpur where my brother is posted has also written letter to the commissioner, but sincerely they are not looking into the matter. Please help us out what to do in this matter.
