I had a plan to fly to Kathmandu with my family. Before booking flight ticket, I did check instruction of Bureau of Immigration, India under link http://www.immigrationindia.nic.in/Instr_Nepali2.htm. Where in they clearly mentioned all member may not be require passport/voter card. ). However, the other family members must have some proof of their identity with photograph and their relationship as a family viz., CGHS Card, Ration Card, Driving License. Now SpiceJet is not allowing my wife to travel. Then while booking how does booking portal allow to book, at least portal should warn before booking.
