Consumer Redressal

I had ordered jewellery sets from Anand India through teleshopping network. I had ordered for 42 pieces of jewellery whereas they had send me only 28 pieces. When I complained, they told me to courier back the jewellery and they will refund me 75% of the amount paid by me. When I asked them Why am I asked to pay for their mistake, they kept on giving the same reply and I will have to courier back the parcel and they cant refund me more than 75% of the amount paid. I wanted the clarification from them so I mailed again but now they are not replying to my emails. I dont know, what to do now. Please suggest.
